Abstract In vibration-based structural system identification (SI) of civil structures, the common-used SI method, like the method based on general Newmark-β algorithm, usually needs the known excitation. In fact, however, it is difficult to measure the actual excitation and complete output responses. In view of this point, a modified Newmark-β algorithm is proposed by inputting the polynomial fitting, which can effectively solve the drift phenomenon of SI; furthermore, by integrating the modified Newmark-β algorithm with an improved multi-particle swarm co-evolution optimization (IMPSCO), an identification approach of SI and excitation is presented by using the limited output-only measurements. Finally, a seven-storey numerical example and a laboratory test are conducted to verify the effectiveness of the proposed method. The effect of noise and completeness of structural response are also discussed. The results show that the proposed method is able to effectively identify the structural system and excitation using the limited output-only measurements; furthermore, it has excellent noise tolerance and robustness．
