A Review of Life-Cycle Seismic Loss Estimation in Civil Engineering

Abstract:Earthquake, hurricane and tsunami are main natural risks in front of human society. Recently a series of large natural disasters occurred in West of Pacific Area have alarmed us. For minimize the negative impact on human society, Countries in the world now are all introduce or have published disasters insurance policies to follow the tendency which is a best way to minimize seismic or hurricane loss. Now human in China very eager to demand the insurance laws to protect their properties, but unfortunately government have not a practical natural disaster insurances policy be operated because of fundamental life cycle seismic cost research (LLSC) lacking in China. So LLSC theory is reviewed and important meaning of LLSC also be prospected for China society. Theory defects and obstacle in practical application are shown when we use previous seismic vulnerability research method and LLSC theory. An innovative seismic vulnerability based assembly research is proposed. The theory benefit, technical characters and particular steps including damage analysis and loss assessment in life-cycle are also explicated in detail. There will act on a key role in serving for prevention disaster and disperse risk for China’s economy and society in the future.
