Aimed to develop buffet fatigue spectrum, predict life and so on, the data process and analysis method is proposed for an identical flight condition using the probabilistic model to decrease data scattering. The dynamic time histories are split into several blocks by a suitable time range. The statistical characteristics of each block are investigated to express the response level in its corresponding root mean square, while the root mean squares in the blocks are used for representing the RMS variation. The Weibull distribution is chosen as the assumption of the response data in each block and its parameters are obtained though the method of maximum likelihood estimation. The method of distribution test is established to form a criterion for determining its accuracy. Then an empirical step function is introduced to represent RMS variation in the given flight condition. According to the given flow chart of application, it is available for us to carry out the work of aircraft design, strength certification and so on. The result of processing flight test data proves that this method is valid and available for the buffet issues
