In the field of internal aircraft design, the Reaction-Link actuator was initially applied to the rudder of certain-type civil airplane. The stiffness characteristic of Reaction-Link actuator and influence to vertical tail natural vibration and flutter characteristics were studied in the flutter design. The results showed that the relationship of stiffness series combination was satisfied in the components of Reaction-Link actuator, through reasonable design to ensure enough actuator stiffness, the flutter envelope requirements of the aeroelastic stability item of airworthiness standard for transport category airplanes(CCAR25.629) and advisory circular AC25.629-1A could be satisfied in the situation of weight reduction of vertical tail.
