Aimed at the widely existing peripheral security problems around the oil and gas pipeline, the characteristic of seismic signals generated by the ground moving targets was investigated. The seismic signals which were acquired by many geophones and detection system appeared at different time. The target localization principle based on the arrival time difference is proposed. The seismic signal is typical non-stationary signal. As a new time-frequency method, Hilbert-Huang transform was used to process these signals and obtained the eigenvalue frequencies, the amplitude and the different appearance time. The ground moving localization was achieved. An experiment system was designed and the seismic signals were collected by sensors. Then these signals were processed by HHT method and acquired the different appearance time of target eigenvalue frequency. The arrival time difference, the sensor array location and the relative position of target and sensors were analyzed and the target localization can be achieved. The processing method above was verified through the real experiments data analysis.
